Zoning Secretary
Under the general direction of the Township Trustees, the Zoning Secretary administers all Board of Zoning Commission (BZC) and Board of Zoning Appeals (BZA) matters, including working with the Zoning Inspector, the Fiscal Officer, and the Township Trustees while maintaining and updating all zoning manuals and associated Township zoning related files.
The primary and regular duties of the Zoning Secretary include the running of Board meetings, record-keeping in coordination with the either the Zoning Inspector and or Fiscal Officer, and other duties, as needed. This is a part-time position; however, hours could fluctuate with increased or decreased Zoning activities. The duties of the Zoning Secretary are those prescribed, authorize, or limited by the Board of Trustees and normally include the following:
QUALIFICATIONS:
High school graduate or the equivalent required
Possession of a valid Ohio driver’s license.
DUTIES:
1. In General
Schedule and make agenda for Board (BZA and BZC) meetings as they are requested.
Audio record meetings, taking notes as needed, and transcribing from the recording and notes a meeting minutes summary of the topics discussed and the public input. Keep meeting attendance (board members, staff, applicant, and public).
Transfer meeting recording to an electronic media and make backup copy to be kept per
Township records retention policy.
Coordinate with Zoning Inspector on Township coverage at Regional Planning meetings as needed and appropriate.
Schedule and advertise public hearing on the changes to Township Zoning Resolutions, the Comprehensive Plan, and all BZA and BZC public meetings.
Keep all Zoning manuals and maps up to date.
Working in conjunction with the Zoning Inspector, contribute as needed to the monthly Zoning
Report of all the activity regarding the zoning office for submission to monthly Board of Trustees (BoT) regular meetings.
Attend Board of Trustees (BoT) regular meetings and be prepared to elaborate and clarify any information contained on the Zoning Report.
2. Relating to the Board of Zoning Commission (BZC) and Board of Zoning Appeals (BZA)
Coordinate with Zoning Inspector the processing of Zoning applications (BZC).
Responsible for the end to end adherence of the proposed zoning change process, involving the BZC, Regional Planning, Assistant Prosecutor, and Board of Trustees as needed.
Coordinate with Fiscal Officer to have Board of Trustees schedule a public hearing on any BZC recommendations to Township Zoning Resolutions or the Comprehensive Plan.
Work with Zoning Inspector and or the Fiscal Officers to become familiar with the requirements for providing public notice of BZC and BZA meetings and for hearings, and insure the meetings are advertise as required.
Send notices to applicant, all adjacent property owners, and property owners across the road
from applicant’s property at least 10 days before hearing. Usually by certified mail.
Swear in Board and all who give testimony at zoning Board meetings.
REQUIRED KNOWLEDGE, SKILLS and ABILITIES
Thorough understanding of Township current Zoning Resolutions and Ohio Laws Effectively interacting and working with public officials, co-workers and the general public
Skilled in the use of office technology and online systems used in Township role
Comfortable and skilled in interpersonal communications (written and verbal)
Organization and logistics skills relating to Zoning records and public meetings
Familiar with site plans, Zoning regulations, and Township procedures
Ability to maintain various zoning files, records, and working with the Fiscal Officer or other Township employees dealing financial records of receipts and expenditures related to Zoning.
